Government Operations – Benefits Management and Realisation

Doll Martin Associates led the development of a comprehensive, organisation wide Benefits Management and Realisation strategy for a Federal government agency, including developing a tailored implementation framework and tools, decomposing business benefits down to branch (delivery) level and proactively oversighting projects and organisation units to deliver real benefit outcomes. The pragmatic and detailed implementation framework encouraged ownership by management personnel across the organisation, and provided flexibility to allow for the inevitable changes in program delivery and organisational responsibilities. The strategy and its outcomes linked directly with agency executive management reporting and funding agency progress reporting. The comprehensive strategy and proactive realisation has delivered significantly better benefit outcomes than might normally have been expected and the framework is widely considered to be in line with best practice across Government.

Transport - Planning

Doll Martin Associates reviewed the national Austroads Network Management Planning Framework, a suggested framework to be used by Australian road agencies to reflect international and national best practice. Doll Martin Associates analysed what this new approach to network operations meant to the agency’s future operations and reported on the implications for network planning and performance measurement.

Health - Program Management

Doll Martin Associates managed the implementation of a multi-million dollar, highly interfaced ICT program for a health program delivery office. This program comprised multiple project implementations, system redevelopment and establishing business as usual services. Key to the successful implementations were:

Clear program deliverables and milestones,
Recruiting appropriately resource skills including subject matter experts, training and change management, technical skills include database administration and integration and testing
Active stakeholder engagement and management
Program planning to avoid conflicts with inter-related programs, ie focused portfolio planning
Risk management, to manage and mitigate risks associated with implementing significant ICT program
Defining and establishing state wide and site specific governance models

Government Operations - Planning

Doll Martin Associates prepared a Benefits Management Plan for a new Electronic Document and Records Management System (EDRMS) to establish a framework for the benefits to be measured and tracked during and after the staged system implementation. The plan identified performance indicators, targets, milestones, accountabilities and data sources, to assess whether the project implementation was on track to deliver the intended benefits.
