Health - Strategy
Doll Martin Associates developed the Statewide Shared Service and Program Delivery Office program plan for a multi-million dollar, highly interfaced ICT program. This program planning included resource requirements, budget and cash flow, following consultation with key stakeholders. It included:
- Program deliverables and milestones for procurement,
- Defining resource skills, activities and key result areas
- Resource recruitment and engagement
- Program planning to avoid conflicts with inter-related programs, ie focused portfolio planning
- Risk management, to manage and mitigate risks associated with implementing significant ICT program
- Defining and establishing state wide and site specific governance models
Health - Strategy
Enhancing the quality and efficiency of patient services and improving health performance is a paramount priority for an Area Health Service.
Doll Martin Associates, through a consultative process with clinical and non-clinical groups plus the Executive Team, developed an ICT Strategic Plan with a 5 year outlook for the Area Health Service. The ICT Strategic Plan consolidated and communicated existing information held in state wide strategies, in Area corporate plans and clinical services plans. This included additional ICT requirements identified in existing Clinical Services Plans, and established a framework to prioritize the "negotiable" aspects of the strategy. It documented budgets, resourcing requirements and an approach and timeframe for delivering the Strategy.
The ICT Strategic Plan provided essential information for managing and improving the health outcomes of that Area.
Justice - Strategy
Doll Martin Associates developed the detailed business cases to establish the critical cores of information for a key agency in the Justice Sector. Working closely with a wide range of management, technical and project personnel to ensure the program’s basis, integrity and long term viability, this work addressed areas including:
- Program estimates, cash flow and financial analysis
- Benefits identification, quantification and realisation planning
- Program integration, staging, deliverables and dependencies
- Risk identification, assessment, mitigation costs and plans
- Key stakeholder consultation and buy-in
- Interagency governance models.
Community Service - Strategy
Doll Martin Associates guided the development of the agency’s ICT direction and strategy to cover a ten year period as an integral element of its asset management strategy and plans. It included:
- An overarching ICT strategy for the agency and its component units
- Identification and validation of core ICT projects planned and required to achieve ICT and asset management strategies
- Incorporation of plans and projects necessary to move the agency into a tailored shared service arrangement.
A series of meetings and consultations were held in the agency and its units within an assignment schedule that required a flexible approach to the engagement. It further included an appraisal of the ICT governance function model to assist it to:
- Evaluate the use of ICT in the agency
- Direct preparations and implementations of plans and policies
- Monitor the conformance of ICT policies and performance against the plans.
Government Operations - Business Case
Doll Martin Associates developed the formal Treasury business cases for the initial implementations of the State Government’s key Corporate Shared Service strategy. This work specifically addressed:
- Program estimates, budgets, cash flow and financial analysis
- Alignment with Corporate plans, strategic directions and business imperatives of the State Government and the involved Agencies
- Program deliverables, milestones and dependencies
